Secure the perimeter without creating new hazards
Fencing or hoarding establishes a visible boundary, channels legitimate traffic, and delays casual entry. It is not complete protection. Its value depends on continuity, condition, gate control, surrounding terrain, and what is placed within reach of the boundary.
Limit gates and informal openings where operations permit. Use locks suitable for the gate and environment, and maintain a current list of key holders, code users, and people authorized to approve after-hours access.

Create separate procedures for different users:

Visitors should not gain unrestricted access simply because they know a superintendent’s name. Control the credentials themselves:

Bulk and finish materials require different handling. Stage deliveries to reduce the time valuable material remains onsite. Fuel and generators may need a defined, locked or controlled area with key management, inventory checks, lighting, and detection appropriate to the site. Heavy equipment and trailers should have keys secured separately from the machines. Follow manufacturer-approved locking or immobilization practices. Maintain an asset inventory containing, as relevant:

- Make and model

GPS or other tracking may be justified for assets whose value, mobility, and exposure warrant it. Tracking can help identify unexpected movement or support recovery, but it does not prevent an item from being removed. It also depends on installation, power, communications, account access, and an established response procedure.
Treat the following as exceptions requiring prompt follow-up:
- An unexplained inventory discrepancy
- A missing machine, container, or office key
- A broken lock or seal
- Equipment found somewhere other than its assigned location

Distinguish passive recording from live monitoring:
- Recorded video primarily provides visibility, documentation, and evidence for later review.

Neither a camera nor an alarm physically intervenes. Live monitoring also does not eliminate failure points: alerts can be false or missed, communications can drop, equipment can be obstructed, and responders may be unavailable. Guards and patrols can perform functions technology cannot perform by itself, including identity checks, gate control, perimeter rounds, vehicle oversight, delivery verification, alarm assessment, incident documentation, and coordination with managers or authorities. What a guard may do when dealing with a person—including any search, confrontation, detention, or use of force—depends on applicable law, licensing, training, authorization, company policy, and the circumstances. - Who receives the first call

Turn the controls into daily procedures and an incident plan

Opening checks are equally important. - Conduct a post-incident review.
The incident sequence, including who should assess an alert and when outside responders should be contacted, must come from the project’s approved instructions rather than improvised confrontation. The post-incident review should determine:

Fire watch requires separate treatment. Review the plan as the site changes—and test whether it works

Organize reviews around project phases:

Rather than claiming that one review interval suits every site, use change triggers. Review the plan after:

Establish data-governance rules for video, visitor, vehicle, credential, biometric, and location records.
